People have fished this lake for well over two thousand years, and the modern rules still sort every fisherman into one of three tiers: the free shore rod, the sport license, and the commercial trade. This page walks all three — plain enough for a first cast, complete enough for a pro.
Israel's one license-free form of fishing is rod-and-line from the shore, with no auxiliary device. Stand on the rocks or the promenade wall, cast, and whatever you can reach with rod and arm alone is legally yours to catch — no paperwork, no fee, no minimum age. This applies on the Kinneret exactly as it does on the Mediterranean.
"No auxiliary device" is the whole test. An auxiliary device is any external means that changes the character of traditional shore rod fishing — the regulations name drones, kites, balloons, battery packs and electric motors as examples, and line-launching gadgets (slingshot casters and the like) fall in the same basket. Use one and you've stepped up to Tier 2 and need the sport license.
Amnon (St. Peter's fish / tilapia), biny (barbel), silver carp, catfish (not kosher, usually released), and the little lavnun sardine. The Fisheries Division restocks the lake yearly with tilapia, silver carp and mullet fingerlings.
The southern promenade rocks, the shoreline south toward Hamat Tiberias, and the public beaches outside swimming-season ropes. Ask any local with a rod — shore fishing is a fixture of the town's evenings.
One personal license (רישיון דיג אישי ספורטיבי) opens everything recreational beyond the bare shore rod. The application is fully online through the Ministry of Agriculture, the fee has been about 192 ₪ per year, and — a quirk worth planning around — the license runs by calendar year, expiring every December 31 no matter when you bought it. There is no short-term or tourist version. You may fish as soon as payment clears; no need to wait for the physical card.

Enforcement is real: INPA marine-unit inspectors and police may demand your license, gear and catch on the spot, and can seize equipment used in an offense. The license application includes consent to a records check — the Chief Fisheries Officer may refuse on public-safety grounds, though for most applicants it's a formality.
The moment a fish is caught for sale, sport rules end and the professional regime begins: a professional personal license for the fisherman plus a professional vessel license for the boat, each permitting only the methods written on it. The professional license is issued to people whose livelihood is fishing — a self-employed applicant must document fishing as a source of income — and Israel has held a fleet-freeze policy for decades: new vessel licenses generally open only when an existing one is surrendered or struck. In practice, entry to the trade happens by taking over a retiring fisherman's position, not by fresh application.

The license system regulates taking fish from the water; a second system regulates selling fish to people — and only fish that passes through both may appear on a menu. A restaurant or food stand must buy its fish from a supplier operating a licensed business under municipal veterinary supervision, with a veterinary delivery certificate (תעודת משלוח) traveling with every consignment and staying on file for the health inspector. There's no central inspection plant as with meat — the supervision is the vet-overseen licensed premises plus the paper trail — but it can never be skipped.
This is why the "St. Peter's fish, caught this morning" on a Tiberias boardwalk plate is real and legal: the town's licensed fishermen sell through supervised businesses a few hundred meters from the restaurants that fry it. It's also why a sport catch — however magnificent — is for your own table only, and why a food business here builds supplier relationships at the marina rather than a rod collection. Most fishing offenses in Israel are handled as administrative offenses — a fixed on-the-spot fine rather than a criminal charge. Each offense carries a set amount in the schedule of the Administrative Offenses (Fishing Fine) Regulations, and the structure is simple and unforgiving:

Enforcement is not theoretical: in the INPA marine unit's first year of fishing enforcement it opened 304 cases, questioned 446 suspects and levied about 300,000 ₪ in fines — and the unit has grown since. Current fine amounts: see the fine schedule (full text).
No official public registry of licensed commercial fishermen exists — the Fisheries Division holds the rolls internally — so this roster is built from the working lake itself: the crews and merchants whose catch you can actually buy. Kibbutz crews and private fishermen work the Kinneret side by side; the entries below are verified from public records and the operations' own publications.
